WASHINGTON (AP) - Fort Bragg would become Fort Liberty. Fort Gordon would be Fort Eisenhower. And for the first time, military bases would be named after black servicemen and women. An independent commission on Tuesday recommended new names for the nine military posts that now mark Confederate officers.

The recommendations are the latest step in a broader effort by the military to confront racial injustice, most recently following the May 2020 police killing of George Floyd in Minneapolis.
Fort Bragg, in North Carolina, is the only base not named after a person. Two others will be named after black soldiers, and three will contain female names. Fort Gordon in Georgia would get its most famous name - in memory of President Dwight D. Eisenhower, who led Allied forces in Europe during World War II.
Other proposed renamings would honor lesser-known heroes, including several who received the Medal of Honor, the military's highest honor. Fort Polk, in Louisiana, will be renamed Fort Johnson, after Sgt. William Henry Johnson, a Black Medal of Honor recipient who served in the Army in World War I.
Fort Pickett in Virginia, would be named after Tech Sgt. Van Barfoot, a Medal of Honor recipient who served in World War II, and Fort Rucker, Alabama, will be named Fort Novosel, after Chief Warrant Officer Michael Novosel, a Medal of Honor recipient who served in World War II and Vietnam.

Fort AP Hill in Virginia will be renamed Fort Walker, after Mary Edwards Walker, a physician who treated soldiers in the Civil War and later received the Medal of Honor.
Fort Hood, Texas, was to be renamed Fort Cavazos, in honor of General Richard Cavazos, who served in the Korean War, received the Distinguished Service Cross, the military's second highest honor, and became the Army's first Hispanic four-star general.

A final report is due to Congress by Oct. 1, and will include the cost of the removal and name change. The renaming process was established by a law passed by Congress at the end of 2020. The defense minister is expected to implement the commission's plan by January 1, 2024 at the latest.
The proposal to change the name has sparked widespread discussion and debate in local base communities across the country. Panel members toured the bases, met with local leaders and residents and relied heavily on their recommendations in selecting the final names, Deputy Chief Ty Seidule said.
For years, US military officials have defended naming bases after Confederate officers. Back in 2015, the army claimed that these names did not pay tribute to the rebels, but were a gesture of reconciliation with the South.
But after Floyd's killing and the months of racial unrest that followed, Congress ordered a sweeping plan to rename military posts and hundreds of other federal properties like roads, buildings, monuments, signs and landmarks in honor of the leaders of the rebellion.

The shift in the military's thinking was reflected in congressional testimony from Army Gen. Mark Milley, chairman of the Joint Chiefs of Staff, a month after Floyd's death. He said the current base names can be reminders to black soldiers that rebel officers fought for an institution that may have enslaved their ancestors.
Defense Secretary Lloyd Austin — the nation's first black Pentagon chief — has spoken openly about his personal encounters with racism. During his Senate confirmation hearing, he recounted how he was serving as a lieutenant colonel in the 82nd Airborne Brigade at Fort Bragg when three white soldiers, described as self-styled skinheads, were arrested for killing a black couple walking down the street.
Investigators concluded that the two were targeted because of their race, and in all, 22 soldiers were associated with skinheads and other similar groups or held extremist views.
The current head of the Air Force, General Charles Q. Brown, released an emotional video last June in which he spoke about the hardships he faced as a young black pilot. Brown, the first black Air Force commander, said he had to prove to white supervisors "that their expectations and perceptions of African Americans were invalid."

Established in 2020, the Nominating Commission met for the first time in March 2021 and began accepting name recommendations from the public in September. In all, the commission received more than 34,000 potential names, which it said included about 3,670 unique names that could be used. That list was later whittled down to approximately 100 before the final nine were selected for recommendation to Congress.
Commission members said Tuesday that the decisions were difficult because they had so many heroes to choose from. But in all cases they said they had broad agreement from local communities.
In at least one case, however, panel members said local residents were adamant about wanting a name that wasn't on the final list: Fort Liberty. During the panel's last visit to Fort Bragg, people at the meeting were "very, very adamant about the Fort Liberty name," said Lawrence Romo, a commission member. "We were very respectful of what the Fort Bragg community wanted."
Seidule said the commission wanted names that would "inspire soldiers to achieve the highest standards required of their nation in peace and war."

The board is also considering new names for two Navy ships: USS Chancellorsville and USNS Maury. These and new names for hundreds of streets, buildings and other properties will be in the final report.
The final report is due to be submitted to Congress by October 1, and will include the cost of the removal and name change. According to the law, the Minister of Defense should implement the Commission's plan by January 1, 2024 at the latest.
